Do You Need a Permit to Replace Siding or Windows in the Treasure Valley?

In most Treasure Valley cities, a like for like siding or window replacement does not require a building permit, but you do need one when the work changes the size of an opening, alters framing or headers, adds a new egress window, or involves structural repair behind the siding. Boise, Meridian, Nampa, Caldwell, Eagle, and Ada County each publish their own exemption list under the Idaho Residential Code, so the answer depends on your city and on what the crew finds once the old material comes off. When is a siding replacement exempt?

Swapping old vinyl or worn wood for new LP SmartSide, James Hardie, or vinyl over the same wall, with no change to the wall structure, is typically exempt in Boise, Meridian, Nampa, and Caldwell. The exemption usually assumes you are replacing siding, house wrap, and trim only. If the crew finds rotten sheathing or studs that need replacing, or if you add insulation board that changes the wall assembly, most jurisdictions want a permit and an inspection of the repair before it gets covered. When does a window replacement need a permit?

An insert or pocket replacement that fits inside the existing frame is generally exempt. A permit is required when you enlarge or shrink the opening, install a new header, add a window where there was none, or create a bedroom egress window. What about roofing, and can you bundle permits?

Roof replacement is different. Most Treasure Valley cities require a permit for a reroof, especially when decking is replaced or a second layer is involved, and we explain that in our Idaho roof permit guide. Who pulls the permit and what does it cost?

Your contractor should pull it under their own Idaho contractor registration, not ask you to pull it as an owner builder. Permit fees for exterior work are small next to the job itself, usually well under one percent of the project, and skipping them can cost far more if a buyer inspector or appraiser flags unpermitted work at resale. Ask for the permit number and the final inspection sign off for your records.
